Sharks are a fairly rare spawn, try using a water candle or a battle potion.

They won’t be able to sense you if you’re not in the water.
Keep killing things, keep spawning things. Sharks will show up eventually. Water Candles/Battle Potions can help.
Do Crabs get stuck in that hole next to you? If they don’t despawn, they’ll stop more things from spawning.

All of the enemy’s spawn off screen from the player, use battle potions and water candles making sure you are at the top of the ocean to maximise spawn rate

Thank you everyone I figured out that moving a little to the right worked because the sharks spawn off screen and I was right at the edge of the world.

Your feet aren’t wet. You need to be in the water to get hostiles spawning and coming for you. Put some platforms 1 deep into the water and stand on them. You’ll breathe, sharks will show up.

Best shark farm for me was having a graveyard on a little bridge above the water during a blood moon.
Had like 10 fins after the blood moon ended without trying.
