The difference is quartz is only in the Nether and Lapis is used for enchantment tables and is more rare. Copper shows up in veins of 10+ every time and has little to no utility.

I love lapis lazuli. I consicer it very valuable. I like cuprum as well, collect it everywhere. And quartzum inferorum is super useful.

Quartz is for making comparators, observers, daylight detectors, and temples.
Lapis is for enchanting.
Copper is for copper bulbs.

Quartz is vital in many automatic redstone farms. Yes, it’s only one use, but it’s such a vital one that it’s accepted.
Lapis is only used for enchantment, but it’s something everyone does and they drop exp when mined meaning having it around doesn’t create a useless space. It’s also no longer easy to mess up with diamonds ever since caves and cliffs have new ore textures, especially at deepslate level where most diamonds are located nowadays.
Copper is possible to use for a diverse array of building blocks and looks good, has a lot of variation in how it looks, and has some very niche redstone use. It’s not as much as the others, but still enough that it’s justified gameplay wise into the game.
(Also copper being found in caves at a higher rate than iron makes a crap ton of sense!)

Quartz = Advanced Redstone
Lapis Lazuli + Enchantment table + EXP levels = Enchantments
Atleast lapis doesn’t spawn everywhere like copper and actually has a use when you’re enchanting.
Why tf is “only for building” a bad thing?
