You can get the Mermaid's Pendant from the guy at the beach when it's raining. But you CANT get the pendant in the winter. Also it's 5,000 Gold. You just give it to them and it doesn't count as a gift like the bouquet. Also to you CAN see all the events you can just say no to them when it gives you the option.
