The size of the pond you’re fishing in can decrease fishing power if it’s too small. A pond with 300 or more fluid tiles will not affect fishing power, anything below that will decrease it. The game calculates the size of a pond by first looking at all the tiles on the surface, and then going directly downwards, so if the pond gets wider below those extra tiles will not be counted as part of the size. This means a wider pond is usually better than a deeper one. Weather conditions, time of day, and the phase of the moon can also affect fishing power

your pond is too small, also fishing power goes up and down depending on time of day.
