No, I don’t think those are Wither bones. Rather I think they’re the bones of a giant creature that roamed the Nether before it was killed, and its corpse infested the land near it, which ended up as the Soulsand biome as the souls in it got released.
As for the Wither, it is most likely just a amalgamation of Souls fused together from the souls in the sand and uses the wither as a avatar to do some shit

Unless each component is simply from a different stage of the wither’s life cycle, perhaps wither skeletons did exist prior and the first Wither was made in some bizarre alchemical experiment from the skulls of either skeletons and the accumulated trapped souls of the damned and the soul sand and fossils are simply their remains with wither skeletons their being born from the soul sand like some sort of primordial soup of evil, and maybe making their skulls and the soul sand into a new wither simply starts the cycle anew assuming you don’t kill the wither and it just continues to grow exponentially

This theory has a big hole in it because if that's the case, we don't know the origins of the ancient wither. It would also make sense for the ancient humans to be the ones who created the wither because of chiseled red sandstone and pottery sherds.
I'm unsure of what mob these fossils could belong to, but i believe the sternum belongs to ancient sniffers
