The starboard might be useless but i still think its quite good

Starboard is actually really good for non-progression based work that some would rather do Post moon Lord
Example: Building, Fishing quests and looking for bestiary entries
The Celestial Starboard has the longest flight duration, has all the special movement abilities wings can have, and those movement abilities are better than all the ones on other wings.
It is very good if you actually plan on playing on that world and character after you beat the moonlord, it at least deserves A tier.
Empress wings look super cool.
