The first thing to do would be to clear and secure the area around the portal, set up a perimeter and then build a defended, insulated base from which they could send further expeditions.
I also think a lot of engineers would be required to build ton of bridges and stuff as the nether terrain is famously tricky. The main issue would be that the terrain is so tricky that basically no modern vehicle would be useful there, so the soldiers and scientists would probably travel on foot, or by secured railroad after some time. Perhaps a helicopter would be useful above the lava fields, but that sounds pretty risky, so idk.
I don’t really think the hostile mobs would be an issue, (maybe except the endermen, but you have to make them mad first so it’s not that bad) as modern weapons would obliterate literally everything the nether would throw at the soldiers. Even ghasts could be probably countered before they would get in range for their fireball attack. Some parts of the gear being made from gold would make the job easier, but I also think that piglins would learn to respect assault rifles pretty fast, so idk if its necessary. However, as the humans would probably want to communicate with them and not constantly fight them, they would probably wear gold as a sign of respect anyway.
We also don’t know if there are any effects that could potentially interfere with modern technology like radars, radio etc, but since we have zero info on that, it’s no use to think about it.
