I was having the same issue yesterday. I didn’t realize that other villagers (that I thought were far enough away) were linking to beds I was putting down so there was no open bed for a new villager.

Doors, you need doors bury them underground if you want but trust it’s doors

Trouble shooting villager breeders:
If on bedrock make sure no other villagers are in 100 block radius
3 blocks of air above the beds
Make sure mob griefing is set to true
Make sure you are giving them enough food (3 bread, 12 carrots, 12 potatoes, or 12 beetroots)
Make sure there are more beds then villagers.

The beds need to be connected
There has to be a farm 2 or 3 blocks in front of the beds
