Did some research, Kent here would be charged with Discharging A Destructive Device. And seeing as the bomb went off in your farm, destroying your crops and scarecrows, that can be considered a disruption of business. Hence, Kent is potentially looking at 30 years in prison and $10,000 fine.
Sincerely, someone with too much time on their hands.
Edit: Forgot to mention a potential charge of Reckless Endangerment he could also face, and the possibility to file a lawsuit against him, and the Pelican Town Postal Service for carrying out the delivery.
