I was doubting for moment. but things can happen where you have unusual and rare spawns near borders of biomes, or just weird chunk generation that allows something as rare as diamond to have two veins spawn in each other. So, what happened you had one vein of 8 spawn, which is the max. Then one vein of 7 spawn on top. Directly above.
