grass spreads from other grass blocks. It doesnt just appear on dirt.
You need to have an adjacent grass block first. Silk touch makes this easier of course.

Grass doesn’t grow in Minecraft, it spreads. If you don’t have silk touch yet, kill an enderman holding a grass block.

You can connect it with grass nearby and wait too, best to make the path wide as I think there is a probability component, so more connection means it is more likely to spread.

You need a singular GRASS BLOCK, as if dirt is in contact with grass, it will eventually be turned in to a GRASS BLOCK.
