The second: walking down the street and seeing the tower as you look up. You should combine the two designs, the first picture as a base and the second picture as the tower on top 🙂

I’m more biased towards the second style. I like that it has a clearer shape.

I would personally like the first one better.
The second one would work better as a separate building or you could combine both designs.
