In the image is what looks to be water sat on top of platforms (above the waterfall). But when I place water on top of a platform it goes right through. Is there another block that looks like this which allows a player to fall through, but not water?

Those are hammered dynasty shingles, a block that you can buy from the traveling merchant

When you hammer a block with water above it into a half-block shape, it will make a waterfall underneath.
Bubble will let you go through it and not liquids. But not sure how well it would look.
