Inconsistent FPS

So when I play my custom Modpack (without shaders) I can get up to 455 FPS but only when I look down and at times I can stay at at good balance of 240 – 265 FPS for 6 seconds at max. I want to have a consistent FPS while having decent mods and would like to know how to fix this through hardware support or software.
