1.21 Mod/datapack for attaching two fences together with a lead?

Previously I used this datapack, but it doesn't really work with 1.21 and I am looking for something that does it more consistently. Ideally it would be very vanilla-like, with this lead thing being the only thing in the mod/datapack.
