The wizard usually appears at festivals, looking on, but not accessible. On a cliff you can’t get to, on a rock in the middle of the ocean, etc. You can’t talk to him at these events.

ConcernedApe did an AMA on Reddit some years back. Someone asked about this and he said it was something he would explain at some point in the future.
So I believe he has a story line in mind or there’s some special relevance, but we are yet to find out!
I hope it’s something he reveals soon, since it was quite a few years back when he did the AMA.

They’re looking at you, they’re sort of like Mr Qi in a way and that is in the sense that they oversee you for entertainment and stuff
