according to the truth table, A=1, B=0, Bin = 0 should output Diff=1, Bout=0 but as you can see in the photo it outputs Diff=1, Bout=1

Try inverting the output signal of the OR gate just before it inputs to the and gate that is powering the lower bulb, run some tests to be sure but i think this is why
