There is a seed that guarantees the pet on 20 blocks near spawn, thats how i got mine
If you wish to be cheap than you can just find a seed with it online.

correction: 3 spawn in small worlds, 6 in medium, and 9 in large
i found a glow tulip by accident, and it was easy. the seed is 991789154 small corruption world at 3389 west and 468 caverns with a shimmer biome nearby
