Surprisingly, this image isn’t to show off a New Year’s Eve event, but it’s something else entirely. Here’s some of the possibilities!
Looking closer at it, all of the characters are placed evenly on different tiles, making me lean towards it being a photo mode.

There's a fourth, more disappointing option, which is that a random assortment of villagers were temporarily coded to show up at the beach just for the screenshot. I don't think that's LIKELY, but it's possible.

The cow doesn’t look like the standard sprites to me, maybe he’s hinting at a big farm animal reskin replacing the old sprites?
