They need to add some kind of hint like the sky islands. It's 100% luck whether you find it or not.
Best way is the create a world, dig the beach on the jungle side up with the drilling mount until you find it, note down the coordinates, then copy the seed and recreate the world.

And if you want to get there easily, you can put the Demolitionist and Cavern keep in there and put a cavern pylon.
Detailed TLDR:
Top of the cavern layer anywhere between the ocean and jungle
Closer to middle between the two on small worlds, closer to the ocean on medium and large worlds, some outlier seeds can spawn it directly under the ocean or imbedded in the jungle
Died 72 times trying to go through a direction, found a snow biome.
Found shimmer by using 22 tp potion and didnt know what it was, and once i knew i looked for it for minutes
I found it in the first hellevator, i'm so happy!

If you can’t find it, get a bottomless water bucket and craft a bottomless shimmer bucket with the pillar materials
Half wrong u should dig down at the edge of the start of the ocean and the whatever other biome if u dig in the middle it’s most likely for u to find it
Instructions unclear i accidently destroy the whole ocean biome and jungle

It's not as simple as dig down straight down ocean. Aether biomes spawn in random places between jungle and ocean. Finding it can be quite time consuming
The shimmer is always found near glowing moss and is a sphere so if u find some wierd sphere next to moss u probably found the shimmer
