There are a lot of shovels in Terraria: Shovel that digs, shovel that place things that you dug, and shovel that place thing that you dug; and that thing is sand and sand only: Sandcastle Bucket allows you to create sandcastles with nothing but sand. On top of sand. Or uhh, above sand??
